In recent years, the strategy of "East China Sea Development" was promoted steadily. However, due to the special geological location of East China Sea, if there is any accident of fire disaster, explosion or leakage during the project development process, it does not only generate economic loss and personnel damage on developers, but also bring great losses to the diplomatic and development strategy of the nation. Therefore, it is urgent to improve the safety management mode being adapt to the development features of East China Sea.This paper takes an offshore oil renovation and extension project as the research object. By imbedding the FLUENT technology, on the basis of the qualitative analysis of PHA, it makes the quantitative analysis on the hazardous risk factors to define the dangerous areas and the influential hazard extent. At last, on the basis of accurately identifying the dangerous and hazardous factors, it integrates the "Internet+" to provide evidences for further optimizing the safety management system in the project development stage. The safety management on the staff, whole process and all factors is realized through closed-loop systematic management. By doing so, it sets to create the safety management mode of offshore oil project development being adaptable to the development features of the East China Sea.
