According to the optimizing demands, which require that the pump units should be in different working conditions in different periods, fresh questions about the optimizing operation of product oil pipeline are raised. Therefore, product oil pipelines under the system of TOU price enjoy great potential of optimizing operation and the study in this field is particularly important.Taking full account of the influence of flow pattern in pipeline on friction loss, pumps' efficiency and pumping head, the mathematical model about optimizing operation of product oil pipeline under the TOU price system is built. The objective function and the constraint conditions are ensured to make daily electric cost minimum and ensure daily delivery task and the safety of the pipeline. The mathematical model is constituted by a complex form of objection function, large number of variables in a variety of types and many constraint conditions. According to the characteristic of the mathematical model, the Hybrid Genetic Algorithm is selected to solve the problem. And then the result which is obtained by the Hybrid Genetic Algorithm is verified by dichotomy embedded the Dynamic Programming. The reliability of the Hybrid Genetic Algorithm is proved. The relevant parameters are determined, and the computer program is compiled based on the Visual C++ 6.0 platform.The example based on a domestic product oil pipeline demonstrates the effectiveness of the analysis method. The result shows that the economic benefit brought about by timesharing transmission system is very considerable. The daily electric costs of two conditions, in which one has speed regulating motor, the other doesn't have, are compared. Installation of speed regulating motor will reduce the daily power consumption charges further. The analysis, in which the saving percentage of electric cost changing rule along with the daily throughput and the saving percentage of electric cost changing rule along with the ratio between the price in peak period and the price in off-peak period, are completed. This provides the basis for the optimizing operation of product oil pipeline under the TOU price system.
