The reforming and opening up China Ship has made remarkable achievements after cleaving through the waves more than thirty years. The GDP rise from 365 billion Yuan in 1978 to 634,043 billion Yuan in 2014 with the average annual growth rate of 9.8% comparing with the world average growth rate of 2.8%. China replaced the position of Japan's second largest economy country in 2010.which created the myth of economic development. But this kind of economic growth pattern is characterized by high input, high consumption and high emission,which caused the serious situation of environmental constraints tightening, serious environmental pollution and ecosystem degradation. Therefore, this paper analysis on the sustainability of economic growth under the constraints of environmental resources by discussing the relationship between environmental quality, environmental resources and economic growth. At the same time, because of the significant influence of air pollution in China, which has caused great damage to people's physical and mental health, so this paper mainly make a research on atmospheric environmental resource constraints for sustainable economic growth.Therefore, this paper constructs the model of the economic growth under the constraints of environmental resources. We bring economic resource constraints into the traditional model of endogenous economic growth to discuss the functional relationship between environmental quality, resource consumption and economic scale. We construct a variable coefficient panel data model, and make an empirical analysis on environmental pollution, economic growth and environmental quality by selecting the data of the scale of economic output, the forest coverage rate and atmospheric environmental governance investment from 2003 to 2014. By analyzing the successful experience of the developed countries of the United Kingdom and Japan, we sum up some suggestions and implications for maintaining the coordinated development of China's economy and environment.Through theoretical and empirical analysis, the following conclusions can be obtained: First, consuming the environmental resources will lead to the decline in environmental quality. Increasing the forest coverage rate can improve the quality of atmospheric environment resources. Expanding the scale of economic output will lead to the decrease of atmospheric environmental quality. Second, in the present China, the actual economic scale in most areas has exceeded the maximum carrying capacity of the local atmospheric ecological environment, which leads to the deterioration of the environment. Therfore, appropriately reducing the economic growth rate will ease the deterioration of the atmospheric environment quality in short period. To improve the efficiency of the use of environmental resources and maintain appropriate economic growth rate is the key to achieve sustainable development over the long term. Third, UK and Japan provide concrete measures for China to realize the sustainable development of the environment and the economy, including the government administrative measures, financial measures, propaganda measures and the concept of the government's economic development.
