Reserch On Socialization Of Environmental Monitoring In Gansu Province

At current stage,serious environmental pollution in China has become one of the shortboard of building a moderately prosperous society, People eagerly expect to prevent environment degradation and improve environment quality. Environment monitoring is the basis of environment protection, playing an important role that tells the status of pollution source and environmental quality and its changing trend and potential environment risk, it is also essential to promote the development of the environment protection and satisfy the public’s rights to know the environment status.For a long time, our policy is owned by the relevant government departments of environmental monitoring agency based monitoring activities of a single management system. By expanding in the field of environmental protection, environmental monitoring mission and a rapid increase in environmental management requirements continue to improve the situation,environmental monitoring power shortage has restricted the development of environmental protection, promote environmental monitoring of social services is imminent. Environmental Monitoring socialization in China is still in the exploratory stage, social purpose is to order the introduction of social forces to participate, provide more and better monitoring service.With the Environmental Monitoring Service Social Reform in Gansu Province as the study object, this thesis attempts to work out some measures to improve environmental monitoring network, enhance environmental monitoring capacity, and promote environmental monitoring service socialization. In order to achieve this goal, we have to draw experiences from other areas that have made progress in this aspect, make clear the responsibilities of the social environmental monitoring department and the government,strengthen the guidance to the social environmental monitoring department, improve service quality, reduce the cost of monitoring services and increase social satisfaction.
