Environmental Protection Of Environmental Air Quality Monitoring Socialization

The reform of socialization of environmental monitoring is developing steadily. In this context academic circles should further refine the research direction and do special research on environmental air quality monitoring socialization. Environmental air quality monitoring in our country has faced many problems and challenges. Now the environmental monitoring is to develop in the direction of socialization, and the public is participating in environmental protection matters actively. At this time it’s should choose the running mode of the environmental air quality monitoring from the perspective of legal protection.Through analyzing two kinds of running modes Transfer-Operating and Bid Inviting,I suggest that the running mode is the key problem in environmental air quality monitoring social matters, and the study of legal protection is a fundamental problem. In order to solve the problem of legal protection, we should establish the subject of socialization access system by three angles of the technical requirement, the subject qualification confirmation process and supervision-examination methods. By changing concept, improving the achievement appraisal system, to carry out the government legal responsibility, implement the 18 th session of fifth plenary session of the proposed the vertical management system of environmental monitoring. Started from two different information sources of folk self-test and social monitoring subjects, to analysis how to establish the environmental monitoring information management system.Finally we stressed to establish the laws and regulations basis, to strengthen the law enforcement team construction, and to carry out the legal responsibility of the socialization reform.
