With the expanding of the scale of production, unorganized emissions of volatile organic compounds (VOCs) are increasing from equipment and pipe valves. However, the leak detection and repair technology standards and specifications have not been completely unified at present, and enterprises have not leak detection and repair system platform to comprehensively guide screening of VOCs control work. Therefore, establishing a system is imperative, which is as information technology the center, facing the refining enterprise management personnel at all levels, involving devices tube valve leak detection and repair management platform.Through the analysis of demand and system structure, the leakage detection and repair system has been established in this paper. The system is based on analysis of the present situation leak detection and repair management of the refining units.The database and integration interface is established according to the function module design and logical design. The system uses the open system architecture and modular design.By using the Flex and Java, main features include the management of file, inspection and maintenance, analysis and evaluation, system and IT management etc. Each function module performs a specific function. The system integrated with the existing enterprise management system, the function test had been completed in field application.Through importing equipment sealing point related data into system and the feedback information, the system had been improved. At the same time, FMEA analysis method is applied to analyze the component type and the reasons of the seal leakage point. Adopting the method of the RBI, the possibility of leakage sealing and the consequence levels have been carried on the qualitative analysis. And by using analytic hierarchy process for each seal component point, effects of leakage have been taken into fuzzy evaluation.
