| Yuelu, a district of Changsha, is honored as the west portal of the city. The Yuelu district locates in the west of Xiangjiang river with a population of 645 thousand.The yuelu district has an advantageous geographical location and abundant resources. There are a lot of high quality tourism resources including Xiangjiang river, Juzizhou and yuelu mountain. it is a perfect place which integrating beautiful mountain, river and comfortable living condition. And yuelu district is the first National Ecological Demonstration Area of changsha with 52 percent of forest coverage. In recent years, the economy of yuelu district keeps a favourable development. The GDP has reached 7.74 billion while the GDP per person reached 120 thousand. It is the strong econmic power that provides facilities for the protection of ecological environment. The unique advantage which Yuelu district owns is the excellent ecological environment during the social-economic development. However, the rapid urbanization of changsha has brought adverse effects on the ecological environment. The yuelu district is experiencing hard times. The government should meet the increasing demands for environment protection, and ecological problems and envrironment pollution must be ruled by an iron hand. The issue which must be solved at present is how to cope with the contradiction betweent economic development and environmental protection. Hunan university undertake the planning job of the "The mid-long term Planning of Yue Lu district in environmental protection" according to the request and delegation from the Yue Lu government and environmental protection agency.Based on the field reseach of Yue Lu district in person,the planning grounp from Hunan university analysed the major problem and the strengh faced to the eco-environment in future.They conmined the latest concepts on the protection of eco-environment from or outside the country and conducted a comprehensive protective measure plan for Yue Lu district in 15 years in the horizon of internation and multiaspect and formed a planning achievement as a result. |
