In recent decades, the pace of China's economic development continues to accelerate,and industry is becoming the important of the national economy. Relying on a wealth of coal and other mineral resources, the industrial output value of Fukang City obtained rapid growth and led to the development of other local industries. Meanwhile, the air pollution is becoming the serious of the problem, on account of the development of pollution intensive industry, among which the most serious industrial waste gas pollution. In the common concept of sustainable development requires global and ecological civilization construction destination party's congress proposed. To realize the coordinated development of the economic development and environmental protection win-win goal, just by controlling the industrial waste gas emission and reducing the industrial pollution, which puts forward higher requirements to the government's environmental regulation. Therefore, to improve the strength and efficiency of environmental regulation of industrial waste gas, has become the inevitable choice to resolve the inevitable choice contradiction between the intensity of environmental regulation and enterprise development.The thesis selected Fukang City Industrial Park as the research object, according to the economics and environmental management science theory, studied the status and problems of environmental regulation of industrial waste gas emissions in Fukang City,by using the strength of environmental regulation and environmental regulation efficiency two indicators, analyzed the effect from the environmental regulation in Fukang City to the development of industrial enterprises. Meanwhile, based on Porter hypothesis that Fukang City industrial emissions intensity of environmental regulation and enterprise development between the existence of a threshold, And according to the questionnaire data analysis for the relationship between the intensity of environmental regulation and enterprise growth, and verify the hypothesis.The thesis is divided into seven chapters, mainly comprising environmental regulation of industrial emissions in Fukang City, problems and countermeasures should be taken. Firstly, the thesis Organize relevant literatureand theoretical basis and described the overview of Fukang industrial waste gas environmental regulation. Secondly, with the help of software eviews6.0, using environmental Kuznets Curve Model analyzed and evaluated the overall performance of environmental regulation of industrial waste gas emissions in Fukang City, found Fukang City industrial emissions of Environmental Kuznets curve is not showing traditional inverted "U" curve but is "N" type curve, and the current performance level of environmental regulation in Fukang City is lower. Thirdly, the thesis uses questionnaire survey method to investigate industrial waste gas emissions of environmental regulation performance in Fukang City Industrial Park, And the use of hybrid data model to survey the data of empirical test. The test result showed that which had the threshold between the strength of the fukang environmental regulation and enterprise development. Based on the findings and conclusions of the empirical test, this thesis sort out existing problems of industrial waste gas emissions of environmental regulation in Fukang City, mainly related to the irrational industrial structure, corporate environmental awareness is not strong regulatory system is imperfect and the environment etc. The last, the thesis put forward the corresponding countermeasure and the suggestion to the environment of industrial waste gas emissions in Fukang City, including aspects of adjusting the industrial structure, improve the environmental protection investment operation mechanism and innovative means of environmental regulation.
