Research On The Industrial Structure Adjustment Based On The Water Environment Protection

In recent years,water environment is facing increasing pressure with the rapid development of regional economy.Industrial as an important source of pollution,on which the impact of industrial development can not be ignored,its structure is closely related to water environment pressure.So how to coordinate the relationship between economy development and water environment has become a hotspot in the field of research.In this study by Chun an County as the research area where the water source of national strategic Qiandao Lake located.The thesis,according to the requirement of industrial development and water environment protection in Chun an County,the idea of the combination of macro analysis of industrial structure and micro scale of enterprise is used.Then analyze the relationship between the pollution and the industrial structure.From macroscopic and microcosmic aspects to evaluate the economic benefits and environmental impact characteristics of industrial structure by using multivariate analysis.Then the industrial structure adjustment and development guidance catalogue of Chun an County as well as the strategy of enterprise classified supervision is put forward.The main conclusions as following:Firstly,it has formed rich pattern of industrial structure and the light level of industrial industry is obvious in Chun’an.It has been from the traditional "one or two,three" model evolved into the developed "three,two,one" model.The leading position of the third industry is outstanding,and the development of the tourism industry plays a leading role in the development of third industry.The textile industry,beverage manufacturing and electrical machinery and equipment manufacturing has formed industrial pattern,and showing a certain resource dependency.The industry show the light-duty characteristic which is light industry based.The labor-intensive industry takes up a very important positon in Cnunan industry and the technology intensive industry takes a low proportion.Otherwise,light industry characteristic is obviousSecondly,the characters of industry sectors of the industry scale,economic benefits,and development vitality is obvious.The high scale characteristics of traditional pillar industries:textile industry,beverage manufacturing,electrical machinery and equipment manufacturing industry is obvious,the overall economic efficiency is not high.High efficiency of the industry,including communications and electronic equipment manufacturing,special equipment manufacturing,food manufacturing,etc.,these industries do not have the scale advantages,and the development is relatively slow Industry scale and economic efficiency are relatively poor industry for paper and paper products industry,chemical raw materials and products industry,etc.Industry development is given priority to the extension,the productivity is underdevelopment and industrial level is low.From the perspective of industrial economic development,the traditional three pillar industries should be focused on the development.Encourage the development of the equipment manufacturing industry which has high economic efficiency.Restrictions on the development of chemical raw materials and products,agricultural and sideline food processing industry,etc.Gradually eliminate the paper and paper products industry.Thirdly,the difference of industrial pollution intensity and pollution distribution is big.The COD and NH3-N discharged intensity of agricultural food processing industry was the highest,were 13.21kg/million,0.088kg/million respectively.And the low intensity are communications and electronic equipment manufacturing and non-metallic mineral products industry.Total nitrogen and total phosphorus emission intensity was also highest in agro food processing industry,were 0.66kg/million,0.24kg/million yuan respectively.Textile industry,beverage manufacturing and agricultural and sideline food processing industry were the top 2 industries that contributed 40.16%and 18.98%for COD discharged,while agricultural and sideline food processing industry and the textile industry were the main industies for NH3-N discharged and their proportions were 58.04%and 33.20%respectively.The textile industry,the agricultural and sideline food processing industry was the main industries of TN and TP discharged that contributed 59.36%and 58.04%respectively.Fourthly,the industrial adjustment strategy of focus on development,encourage development,control development and limit the development.The industry is divided into 6 categories by considering the economic contribution to the enterprise,the pollution level and pollution control efficiency.Through the analysis of the characteristics of various types of industries,combined with the industrial sector classification evaluation from the industry’s economic development and environmental impact of a win-win perspective,then proposed the development of industrial adjustment of key development industry,encourage development industry,controlling development industry,restricted development industry.Focusing on the development of the traditional three pillar industries.Encouraging the development of the industry for the good economic efficiency of the equipment manufacturing industry.The industry of controlling development should strengthen the governance of pollutants Restrictions on the development of the industry of a low level of economic development and high impact of the environment.And gradually eliminate the paper and paper products industry.On the basis of this,the development direction of industrial adjustment and development is proposed.In addition,to further strengthen environmental management and regional cooperation.Fifthly,the enterprise management and control strategy of key support,rectification,limited development and the gradual closure.From the microscopic point of view,consider the economic contribution to the enterprise,the pollution level and pollution control efficiency,the enterprises can be divided into 4 types of high,low,low(HLL),high,high,low(HHL),low,low,high(LLH),low,high,high(LHH).Comprehensive consideration of the characteristics of various types of enterprises and industry development guidance catalogue,focusing on supporting the development of HLL enterprises;limitting the HHL enterprises;rectifing the development of LLH enterprises;gradually shutting down the LHH enterprises.At the same
