Risk Management Research For Zhaoyuan Gold Tailing Resources Comprehensive Utilization Project

Zhaoyuan city, Shandong Province, depends on its’ gold reservation and production, well known as the "Gold Capital of China”. Each year, tons of gold resources are extracted from the underground of Zhaoyuan, then processed into gold bullion or gold ornaments selling all over China. However, more and more gold tailing is accumulated on the ground to solid waste during the above process,which not only takes up a lot of useful land, but also causes great damage to the surrounding ecological environment. Even more, many enterprises have to invest people, money and assets to process and maintenance in order to ensure the safety of the tailing. According to the study, in the process of mineral development; some of the metal-tailing still have value. The comprehensive recovery and utilization of tailing resources can make full use of mineral resources, expand the use scope of the mineral resources, extend the service life of the mine itself, meanwhile, it is also an important means to control air pollution and protect ecological. The comprehensive utilization of tailing saves land, money, and improves the employment, achieving the "four-in-one benefit"effect of economic benefit, social benefit, resource efficiency and environmental benefit. Although there are many advantages in gold tailing comprehensive utilization of resources, at present, only a few large state-owned mining enterprises carry out the utilization, and fewer enterprises in Zhaoyuan. With increasingly strict environmental protection of China, we believe it will be imperative to take measure to realize comprehensive utilization of gold resource in Zhaoyuan area.This dissertation is based on the goal of gold tailing comprehensive utilization of resources in Zhaoyuan, considering financial crisis, marketing crisis,construction crisis and technical risk combine project itself, and analysis the risks by management theory. According to the above analyses, the paper takes expert evaluation method, which mainly uses the methods of Brainstorm-method and Delphi-method to identify the risks. And then, judge the risks on the basis of identifying to determine the influence of the risks to the whole project.Finally, according to the identification and assessment of the risks, the paper put forward the response and control-measures to solve the risks, and form relatively perfect safeguard mechanism to deal with risks management for the gold resources comprehensive utilization project. This also bring feasible operation scheme to deal with the risks encountered.
