With the rapid development of economy in China, the environmental pollution and ecological damage appear and occur continuously, at the same time, basin water environment is deteriorating,which has already seriously affected the sustainable development of our country and the life and production of the local people. The management of basin environment is still relatively backward.The staggered of management department functions lead to information block.We are in urgent need of technology support system for basin environment management.The establishment of water environment information management system is an important technical means to strengthen basin environment management level and solve the problem of basin environment pollution.Water environment information management system needs to deal with large and complex data.and the the design of the function module and the water quality model are highly complex. This paper bases on the computer display technology, combines with water environment mathematical model technology and database technology to study the system software design and water environment management function structure design and the current commonly used water quality model, starting from the actual needs of the daily work, a basin environment information management system is established.The system has the function of information sharing and the function of information operation analysis.are main research content and achievements.From the point of view of system software design and the function requirement of environmental research, the paper build the logical structure and function of basin environment information management system.By using single factor evaluation and comprehensive water quality identification index method, the paper construct water environment quality evaluation model of this system.which achieve the analysis and evaluation of each Pollution factor of the monitoring section. According to the type of pollution sources, we selected and built the water quality prediction model, limited time period source model for intermittent discharge pollution sources,instantaneous point source model for instantaneous discharge source.continuous point source model for continuous emission sources,which achieve the calculation of pollutant concentrations in the affected reach of different pollution sources.By using river pollution accident of COD as research object,we built the accident source location method,which could calculate the change of pollutant concentration in the corresponding control section when the cross section of the sewage discharge is the source of the accident.then determine the actual source of the accident and accident source location.To meet basin water environment information management system’s design objective.we design the system database detailed.We develop basin water environment information management system based on ArcView3.2 and establish system space database based on MapGIS and establish attribute database by using Access 2003.We design the login interface and operation interface of each module of basin water environment information management system.which achieve a friendly and convenient interface with the dual function of information query and operation analysis.Through research in the paper, it improved the technology level of basin water environment management and provided technical support for design of basin water environment information management system.
