With the development of children's toys, educational scientific toys are becoming more and more popular within the masses. This paper doesn't only accomplish the design of the appearance and functions of wind-powered toys, but also make the control of “Scratch” towards wind-powered toy wireless be available. It contributes a lot to the teaching of “scratch” in middle and primary schools' IT class.This designation targets on children between 6-12 years old and is based on the theory of children psychology, it chooses literature research method and action research method to investigate relevant literature and cases all around the word, combs the theories, principles and presenting forms of wind-powered toys. It achieves the combination of “Scratch” and wind-powered toys. Based on these theories, the author designed a solution to combine the programing software “Scratch” and wind-powered toys and built a model with a team.The major achievements of this design are: 1. Conclusion of the literatures and cases about wind-powered toys which fills in gaps in this field. 2. Mental analysis of children between 6-12 years old, this paper does a lot of work on children psychology. 3. The design of wind-powered toys, including appearance, materials and mechanical system. 4. The implement of four functions: voice recognition, light tracing, simulation of wind power generation and the wireless control of “Scratch”.The innovation point of this paper lies on the achievement of wireless control of “Scratch” towards wind-powered toys and the inadequacy point is the absence of modularization of the windmill and vehicle. This designation of this wind-powered toy which is based on “Scratch” is aimed at popularizing scientific knowledge, awareness of programming and man-machine interaction to children. The combination of scientific toys and programming language is the development tendency of scientific toys and teaching method of “Scratch” in our country.
