The joint construction of the Silk Road Economic Belt and the 21 st Century Maritime Silk Road aims to promote the economic development and regional economic cooperation of countries along the route.As an area along the Belt and Road,Central Asia has many trans-boundary basins,uneven distribution of water resources,lack of trust and effective coordination mechanisms among each other,and the continuous intensification of disputes over the use of water resources,which has aroused worldwide concern.This paper selects the Chu River Basin across Kyrgyzstan and Kazakhstan as the research area,and uses remote sensing data to extract the dynamic changes of the water and vegetation time series in the basin,and then analyzes the coordinated changes of water and vegetation;in combination with land-use data,Evaluate the elasticity of the ecosystem to assess the ecological problems of the basin.The study will provide support for sustainable environmental development and international cooperation and investment in Central Asia.The main findings and conclusions are as follows:(1)The coverage of upstream vegetation is generally higher than that of downstream vegetation,and the vegetation decline mainly occurs in the border region of eastern Kazakhstan.Vegetation growth mainly occurs in the middle reaches of the Chu River and in the vicinity of the downstream main channel.In addition,the high vegetation coverage in the upper reaches of the Chuhe River Basin generally shows an upward trend,and the overall vegetation coverage shows a downward trend.The high vegetation coverage in the downstream of the Chu River Basin is in an unstable state,the mid-vegetation coverage shows a significant upward trend,and the low vegetation coverage shows a downward trend.(2)The water surface change trend of the catchment in 2016 is generally from May to August.The water surface area begins to increase after September;the water level along the time series of upstream watershed changes little,and the middle and lower reaches The area has a large range of changes,and when the water demand of the vegetation is large,the fluctuation of the water surface is large;when the vegetation needs less water or no water is needed,the water surface area is large.(3)Based on a comprehensive analysis of the characteristics of the time series of water and vegetation in river basins,analyze the characteristics of the collaborative changes of water and vegetation.The results show that the synergistic relationship between water and vegetation in cross-border watersheds is a result of the joint action of upstream water discharge,precipitation,and human disturbance.In addition,combining the land use data,the ecological elasticity of the region was evaluated,and it was found that the regions with better elasticity of the ecosystem were mainly concentrated in the upper reaches,and the middle and lower regions were deteriorating as the distance from the dam increased.(4)Combine the trend of changes in the elasticity of ecosystems with the trend of vegetation cover change.From the perspective of regional sustainable development,identify ecologically sound areas and ecologically fragile areas,and divide the development of red lines and cooperative red lines to determine the priority of cooperative development.Provide support for international cooperation.
