For a long time, debris flow disasters have caused serious losses of life and property and injure large numbers of people every year in mountainous areas. These losses and causalities may be avoided to some extent by developing early warning systems for mudslides that informs people about the likelihood of a mudslide in a particular area.Strengthening and controlling the management of debris flow disasters, predict and alert debris flow disasters has become one of the main tasks for constructing and protecting ecological environment, reducing the mortality caused by these disasters and avoiding the fall of the economy. In this thesis,we describe, design and implement a platform for debris flow monitoring and early-warning based on ArcGIS with its advanced application and tools used comprehensively for identification of potential debris flow areas and to frame out proper system for debris flow management. This platform assists for quick detection and management of mudslide occurrence by collecting information on the type, feature, volume, date and pattern of the mudslide using Open Source ArcGIS technologies for instance ArcSDE,Oracle and MySQL database. This platform will provide data layers for users to view the latest rainfall data, current mudslide susceptibility maps, and areas of high slope terrain according to the chosen area. This platform also will help to prevent the population about a susceptible mudslide in order to avoid loss of life by it alert management procedure. The innovative point of this paper lays in the visualization representation(GIS)of rainfall information and the use of ArcGIS technologies to visualize area information which help to prevent the occurrence of a debris flow. This paper focused on the soil moisture,real-time rainfall and movement process information, using AHP(Analytic Hierarchy Process)modeling method as the main means together with real-time and historical data,to prevent the occurrence of a mudslide. In this paper,we introduced the basic situation of the mountainous areas facing the problem of mudslide, the current research status of domestic and international of early warning systems for mudslide and the organizational structure of the paper.Followed the introduction part, several key techniques used during the system development process were briefly described, including the primary features of ArcGIS,which was the main part of system architecture, the Eclipse IDE,and MySQL database. We also analyzed the requirements of the system which will contribute to its development. This section focused on description of what will be the guideline for the design of our system. We described also in the paper the overall architecture of the system, the database used for its design, the model that is also used to generate the algorithm for the alarm process. This section gave the design and functional logic structure of the system. Finally, the paper talked about the implementation of the system, showing some UI(User Interface)design of the built system.
