Many Geohazards were triggered recently in the epicenter area of the2008Wenchuan Earthquake which induced serious threat to local people’s lives andproperty. To protect lives and property of people in earthquake stricken areas andreconstruction achievement, the government carried out many engineerings as long asinitiated the provincewide information system on monitoring and warning ofgeological disaster. Base on the above projects, combined with monitoring system forQingping, Longchi, Yingxiu, three quake-hit towns in Sichuan province, design thedebris flow montoring and early warning model base on the effectiveness of theengineerings and programmed by C#. Information issuance by short message andemail in the course of study in this article, the research achievements are given asfollows:(1) Based on the collection of the rainfall of Qingping, LongChi, YingXiu areas, themode of rainfall-induced Debris Flow implemented and Calculation model ofDischarge of the capacity of engineerings are work out.(2) The multi-source monitoring data mechanism is proposed. The rainfall earlywarning results can be connected with mud position early warming results.(3) Develop the early warning information release platform, including SMS warningand email warning in two ways. By improving and optimizing the SMS sending code,to control the process of text messages, improve the efficiency and success rate ofwarning messages.(4) Discuss the warning messages assembly, prioritization, sending the establishment of rules and other issues, to achieve the orderly release of early warning information.(5) Combined with early warning analysis algorithms and SMS publishing platformfor all monitoring equipment running status, and promptly inform the abnormalitymonitoring instrument, the realization of the monitoring equipment,24-hourunattended state.(6) The problem of sharing date with the Monitor and early warning informationsystem,including the interface of function call,were discussed in this paper. under themonitoring and early warning information systems,the problem of managing dateorderly and showing waring results vividly were carried out.(7) Base on the above research, the early warning and forecasts system for debris flowwas pragrammed.In order to monitor its reliability, the case of Wenjiagou on August17,2012was applied,incluing field data and monitor date,; the results indicate that thesystem can basically reflect the real-time results of debris flow disaster warning, incombination with early warning monitoring tools aid of professionals involved in thecase of early warning better.
