Cyber Democracy Research Based On Technological Philosophy

Network technology is developing in a rapid speed,which makes the appearance of “Cyber democracy” possible.“Cyberdemocracy" as a new concept,was first officially proposed by an American scholar Mark Sloukain the War of Worlds: Cyberspace and the High-Tech Assault on Reality,1995.Although about30 years has passed since its appearance,cyber democracy has made enormous impact on the society.To a certain extent,the word "cyber democracy" has changed the way of human political life.Based on the analysis of technological philosophy,this paper is going to give a study on the cyber democracy.Network technology acts as the carrier for cyber democracy.There will be no cyber democracy if network technology is absent.The structure of my thesis is as following.The first chapter is the introduction,which mainly tells the goal and significance of my research,the status of research home and abroad and the defininations of relative concepts.The second part mainly states the meeting between technology and democracy.It is the pursuing of democracy that brought technology and democracy together.After a full analysis of the democratic thought on technology proposed by Habermas and Feenberg as well as the media and democracy of the mass,and the reconstruction of the meaning for democracy on technology,the technological democracy and cyber democracy banded together.As the born of cyber technology,cyber democracy emerged,after which we are obliged to have an analysis on it.Then comes to the third chapter,which,from ontology,simply demonstrates cyber democracy,discusses its reality and elicits its nature.Cyber democracy is a product of both technology and politics and its technological feature refers to a key embodyment of its ontology.Cyber democracy is an orientation of cyber technology in the application on politics,and cyber autocracy based on human's choice on value exists all the time.The following is the fourth chapter and we talk about the value choice on cyber democracy here,including the meaning of cyber democratic value and the standard of cyber value choice.Besides,the complexity of cyber democratic value choice is also stated.In addition,the concept of cyber democracy should be defined from common technological philosophy and we enter the fifth chapter.In order to have an introspection on the technological philosophy of cyber democracy,we,from theory,analysis the political issues on cyber technology,mutual relations between cyber technology and democracy,limitation on technology of free speech for cyber democracy,possible effects on human beings caused by expansion of technological reason in cyber democracy and possible risks in its practices.As the conclusion,the sixth chapter aims to reveal the foundamental goal of studying cyber democracy is to promote the development of China's political democratization through cyber democracy.With the progress of our research and the accumulation of relative experiences,cyber democracy is enjoying a positive prospective,despite the existence of its defects.
