Research On Government Responsibility Of Earthquake Early Warning In Social Application

China is an earthquake-prone country. An earthquake may cause the more significant loss on economy today. The Earthquake Early Warning(EEW) is an effective way to minimize the loss of life and property damage. After 14 years of development, China earthquake early warning is becoming an important part of reducing the Catastrophe loss. Since China earthquake early warning is still in the early stage, there will be the risk to apply in the real life. In this paper, we discuss the obligations of the government to apply the earthquake early warning when facing risks and issues. With those questions, this paper analyzes the responsibility of government in the absence of social role when applying the earthquake early warning, and proposes suggestions to improve the government' responsibility of earthquake early warning based on the advanced Japanese skills.The application history of earthquake early warning is sorted out by literature research and comparative research. Based on the Government Public Crisis Management Guidance, analyze and state issues comprehensively, which occur in the application of earthquake early warning. Two aspects are pointed out on application of government earthquake early warning: the government lack of responsibility, and the government lack of accountability. By contrasting succeed Japan earthquake early warning model, explore the difference between China and Japan on social system and the model of economic development, we gain useful enlightenment from Japanese experience. Combining with Chinese own situation, we proposed a series of recommendations to suggest government take the responsible and efficient role in earthquake early warning.There are eight chapters, the first ?second and third chapter stats the foundation information of the research on the earthquake early warning. The fourth chapter analyzes the social responsibility of the Government in the earthquake early warning applications. The main part is the fifth chapter proposed the problem of the government in the earthquake early warning in the application of the society. Earthquake early warning is a complicated system. The difficulties of applications of earthquake early warning are not only the technology problems, it is also the management problem. The sixth chapter summarizes the experience of the Japanese earthquake early warning. As an earthquake-prone country, Japan did not cause serious casualties after earthquake. Due to the advanced earthquake early warning technology and sound system, Japan gives a good example to help us improve our establish better system in earthquake early warning. The seventh chapter gives suggestions to solve the problems of the government in earthquake early warning system. The last part is the summary of the full text.
