With the development of satellite technology and improvement of users' observation demand, earth observation satellites(EOS) play an important role in deal with emergency incidents. By analyzing the timeliness requirements and interoperability requirements of emergency observation missions and the characteristics of emergency activity sequence adjustment on satellite, the problems of multi-satellite contingency collaborative planning and activity sequence adjusting on satellite are researched. The main work is summarized in the following aspects:1. A framework of multi-satellite collaborative planning for emergency observation mission is designed. According to the working principle and process of contingency observing, the problems of target access computing and multi-satellite contingency collaborative planning and emergency activity sequence adjusting in the process of contingency planning are analyzed and a multi-satellite contingency collaborative planning architecture is established.2. A method of multi-satellite contingency collaborative planning based on scheme fusion(SF) strategy is presented. According to the characteristic of sensor model, the concept of target buffer is proposed and the time windows computing model for emergency target is established. By analyzing the timeliness and interoperability requirement of emergency observation mission, a distributed collaborative planning framework based on Multi-Agent System(MAS) technology is built and the scheme fusion strategy is proposed. At last, the paper puts forward a method of multi-satellite contingency collaborative planning based on scheme fusion strategy.3. A method of activity sequence optimization and adjustment under emergency condition is brought up. By analyzing the characteristic of activity sequence working and taking into account the constraints of TT&C(Tracking Telemetry and Command) resources and TT&C time and energy of satellite. The paper puts forward a heuristic method of activity sequence optimization and adjustment.4. An emergency observation mission collaborative planning experiment system is designed and implemented. The key technologies and algorithms involved in the paper are verified.
