In recent years, disasters occur frequently and have horrible impact on society and economy. Emergency decision-making highlights its importance of its role taken in dealing with disasters and emergency problems. In the process of decision-making, it often needs more than one department to cooperate with each other. Reasonable emergency decision should base on the collaborative and individual information of multi-department. At present, the main research about emergency decision-making usually base on a single department related to deal with a disaster. Problem of multi-department emergency decision-making also attach some scholars’ attention, but existing decision-making methods have some shortcomings for the consideration and handling of information. They lack the consideration of collaborative information of multi-department and further research needs to be made. Thus, this paper study on the problem of multi-department emergency decision-making problem, and does some research on emergency decision-making method of multi-department which is based on individual information and collaborative information of multi-department. Finally, a multi-objective optimization algorithm is given to solve the model.Based on the analysis of the present research on emergency decision-making methods at home and abroad, and based on individual information and collaborative information of multi-department, this article further the study on emergency decision-making method. The significance of the study and research lies in that the emergency decision-making method is given based on the individual information and collaborative information of multi-department, and so as the multi-objective optimization algorithm. A realistic case is given to improve the effectiveness of the method.The main work of this paper includes the following aspects:(1) Usually, emergency decision-making problem needs more than one departments participate to complete the decision-making process. This paper points out the problem about multi-department emergency decision-making, then describes the problem, furthermore, gives the framework of multi-department emergency decision problem. Then, based on the analysis of relationship of related departments in the emergency decision-making, give the collaborative matrix of the departments and the compatibility matrix of the emergency decision-making plans of different departments. Furthermore, for the multi-department emergency decision-making problems, the index system is developed including the criteria of the decision-making model.(2) According to the above analysis of the specific problems, the decision-making model is developed and so as the corresponding algorithm. In details, a multi-objective model is given based on the individual information and collaborative information of multi-department. Then, based on the complexity analysis of the model, the multi-objective optimization algorithm is set up for the NP-hard problem.(3) The case of school A dealing with the flu outbreaks is applied to prove the validity of the multi-department emergency decision method and the feasibility of the given algorithm.The final notes of this paper concludes the main contents of the research, and points out the need for the further researches of the work. This paper gives a method based on the individual information and collaborative information of multi-department to solve the multi-department emergency decision-making problem, which riches the emergency decision-making research, and also provides some thoughts and guidance to the actual emergency decision problem.
