Since the Reform and Opening up, with accelerating the pace of development of society and the process of urbanization continues to accelerate, the construction industry got a unique development opportunity. With the vigorous development of the construction industry, river sand resources were over-consumption as one of the building materials. River sand resources are becoming scarce, and it leads to the increasingly sharp contradiction between the development of construction industry and river sand resources. "Sea sand building" began to appear in some of China’s coastal regions under such a background. Once "sea sand building" appears, not only it will cause serious threat to personal safety and will seriously affect social stability,but also it will bring huge losses to the national economy and will seriously affected the healthy development of the national economy.Based on the economic risk control of "sea sand building", this paper study the economic risk of "sea sand building" by System Dynamics. The concrete work and achievements of this paper are as follows.1. The paper analyzes the social environment of the emergence of "sea sand building" is due to the rapid development of the construction industry, and it leads to the increasing scarcity of river sand resources, and also the low cost of sea sand, etc.2. The paper summarizes the social and economic impact of "sea sand building".It analyzes the internal mechanism of damage due chloride ions, sulfate and other harmful substances cause corrosion of reinforced concrete. Then it analyzes the necessity of the emergence of "sea sand building" from the viewpoint of natural resources, stakeholders of industrial chain and so on.3. The paper divides the economic risk of "sea sand building" into eight subsystems based on interest, including the economic risk of building sand suppliers,concrete suppliers, construction units, construction units, supervision units, the owners(consumers), banks and other financial institutions, and government authorities. It identifies the factors of each subsystem according to the laws and regulations and documents. And it analyzes the relation between each subsystem.Then it uses Vensim PLE to establish the feedback loop models and flow diagram models of the economic risk of "sea sand building".4. The paper determines the value of factors by the expert scoring method and the public survey method. Then it uses comprehensive weighting method to calculate the weight of the factors, establishes system dynamics equations of the economic risk of "sea sand building", and then simulates and evaluates it.5. The paper puts forward their respective economic risk control measures from the viewpoint of building sand suppliers, concrete suppliers, construction units,construction units, supervision units, the owners(consumers), banks and other financial institutions, and government authorities. And it emphasizes that the most effective way to control the economic risk of "sea sand building" is the combined effect of risk control system of all parties based on the perspective of industrial chain.
