As an important part of the national comprehensive transportation infrastructure,the construction and development of civil transport airports are directly influenced by the industrial ecology of the whole civil aviation transportation industry.At present,China’s civil aviation has entered a period of accelerated development,with the rapid development of air transport,airport construction has entered a fast track.During the period of "Twelfth Five Year",China’s civil aviation infrastructure investment exceeds 400 billion yuan,the number of transport airports will reach more than 230.The huge demand of the civil airport construction,a direct result of construction funds for the needs of acceleration amplification,but due to the investment return cycle length and high risk business,far-reaching impact on the aviation industry and regional economy,long term domestic and foreign airports industry financing issues as the focus of development.Based on in-depth analysis of domestic and foreign airport financing model on the theory study, this paper first analyzes the economic characteristics, public property and project financing characteristics of civil airports in China.Secondly,it analyzes the airport financing model in developed countries,as well as the development process and current situation of the domestic airport construction project.Then QZ airport expansion project as an example,mainly from the economic and public were characteristic analysis,the expansion project classification into three kinds:the flight zone,terminal area and peripheral matching area,and probes into the airport project financing mode of diversified selection and Design:the flight zone project priority select traditional financing methods;terminal area project can take the PPP mode and deformation,namely around Franchise Financing;peripheral matching area project are fully considered the market,select the PFI model as the representative of the diversification of financing,to attract social capital investment.The trend of privatization becomes strengthen in the development and investment of domestic and foreign airports, the state also vigorously promote asset securitization, financing model diversification will inevitably become an important direction of China’s civil airport construction. |
