In recent years, the frequent occurrence of natural disasters in the world seriously affected the people’s life, property safety and the good operation of the world economy. China is one of the most severely affected countries in the world.Facing the challenge of natural disasters, how to locate the emergency facilities, how to choose the best mode of transportation, optimize the transport route, these two problems are the two key issues in the optimization of emergency logistics distribution network. Besides, there is a relationship of mutual dependence and influence between each other. From the optimization point of view, it is necessary to integrate optimization and management of these two key issues. After the occurrence of natural disasters, the current rescue is still dominated by government departments.Non-governmental organizations and the private sectors did not play the role, thus reducing the efficiency of the rescue. Aiming at this situation, this paper studies the optimization of emergency logistics distribution network under integration and coordination of public and private resources. Therefore, this article mainly does several aspects work as follow:Firstly, this paper researches the basic theory. By combing the literature broad and abroad to determine the definition and characteristics of emergency logistics;then explain the basic theory of distribution network, including the distribution center location problem, vehicle-routing problem(VRP), and location-routing problem(LRP). Finally, the paper introduces the basic principle, mechanism and characteristics of genetic algorithm.Secondly, the optimization models and algorithms of emergency logistics distribution network under the integration of public and private resources are discussed. At present, the research of emergency logistics from perspective of public and private resources is still in the initial stage. In this paper, the unique perspective of public and private logistics resources’ integration and coordination is studied.According to the emergency logistics’ weak economic characteristics, this thesis uses total shortest time as the goal to construct the models, including distribution centerlocation model, vehicle routing optimization model and LRP model. Since the problem is NP hard, it is difficult to solve by exact algorithm, this paper designs corresponding heuristic algorithm according to characteristics of the models, writes the corresponding software programs through Matlab M language.Finally, numerical examples are analyzed. Given specific examples, calculated by the designed algorithm programmings, then make the decisions. At the same time it verifies the effectiveness and practicality of the algorithms and models. It can also provide assistant decision-making tool for disaster management.
