To increase the talent team construction, the construction of incentive and restraint mechanisms, to improve the incentive mechanism, accelerate the development of the production and operation of this target assessment and incentive scheme. Then some countermeasures for improving the incentive mechanism of state-owned enterprises from the YC salary system, performance management, promotion and promotion mechanism and improve the training management in four aspects.
