Financial Fund Centralized Management "Enterprise Group Cash Pool" Model Research

Under the circumstance of serious uncertainties and difficulties, in order to keep stable development in society and economy, we must increase the utility-efficiency of fiscal assets through the enhancement of supervision and management that keep the safety of fiscal asset, which will be the necessary choice for our government. After the fourteen years’ revolution on the system of centralized exchequer payment, the level of management on fiscal assets improved obviously, but some faults still exist, such as confusion of responsibilities and complex process and lack of supervision, even corruption.Foreign-owned groups and transitional corporations usually centralized manage its assets through inner bank or clearing centre or financial company or cash-pool. Compared to governments’ model, the former will be better from the side of method and effectiveness and supervision mechanism. Currently, there are a lot of successful experiences in managing corporations’ assets, such as account of cash sweep and separation of income and expenditure, which accordance to ours centre points in enhancing fiscal assets. So, we can introduce the successful experiences into managing governments’ assets.Base on the analysis of management on fiscal assets, this paper devoted to anatomy the aim, characteristic, affection of cash-pool and compared it to traditional management model on fiscal assets. Finally, using the advanced experience of centralized corporations payment( the model of cash pool) for reference, and combined with our country’s realistic, it create a new model for managing fiscal assets. Starting with preparation in advanced, design in manage model, problems existing in operation, the new model compatible with national conditions and put up with a new method for resolving problems existing in management of fiscal assets, which also can provide beneficial references for improving the efficiency on fiscal assets’ centralized management.The paper introduce the model of “cash-pool” into the management of fiscal assets creatively, and hope that will provide perfect revolutions and thought for problems through the construction land circulation of new mode. This research adhering to theory, it’s a good try in the way of managing fiscal assets, which also provide a feasible proposal for improving effectiveness of fiscal-asset management.
