With the continuous development of the socialist market economy in our country,the construction enterprise group not only growing number and scale is also expanding rapidly.Now,many construction group have been established which are made up of large enterprises.The construction management level of these construction enterprises is complex,with the market opening,the competition from inland and outland is also a problem.Financial management is the most important in modern enterprise management,and fund is the fundamental content of financial management,fund is the "blood" of the company's management and development,also,fund is the key of the company's sustainable development.Looking at the study process,the main pattern of the early-stage construction enterprise group about the centralized control of funds are the following:1.The reimbursement center mode;2.Internal bank management mode;3.The capital settlement center mode;4.The financial company model.With the changing of the economic system,the early-stage centralized control of funds pattern can't adapt to the construction enterprise group's rapid development,the "cash pool" comes out.By the "cash pool" management mode,the precipitation funds of the company come alive,the efficiency of the funds was improved.The “cash pool” mode also made the company adapt to the changes.However,the "cash pool" model in our country comes out in the year of 2005,it was much later than other country.It's first show is “cash pool” of foreign currency introduced by China merchants bank with GE(China),at present,there is less study of the “cash pool” about the construction enterprise group.This article is about China Railway 15 Bureau Group "cash pool" management mode.On one hand,this article reveal the problem of the “cash pool”,with the successful experience of GE,we can make the “cash pool” of China Railway 15 Bureau Group perfect;on the other hand,introduce the "cash pool" management mode to other construction enterprise group,show the operation process of the "cash pool" management mode,and make them know the necessity of built the "cash pool".Standard Research,Relative Analysis,Case Analysis are the main research methods of this article.First of all,discuss the specificity of funds centralized management in construction enterprise group,and describe the principle of the “cash pool”,show the process of it.And then,study the case of China Railway 15 Bureau Group case,described "cash pool" model of China Railway 15 Bureau Group,including process design,system architecture and information platform.With the successful experience of GE,we can analysis the deficiencies of China railway 15 bureau group's "cash pool" model,and find the causes of the deficiencies.In the end,we use the Case Analysis to make China Railway 15 Bureau Group's “cash pool” better.This paper can be divided into six parts: the first part is preface,firstly,analysis the studies from the domestic and foreign scholars about the funds centralized management,and show the main pattern of the funds centralized management,state the necessity of enterprise group's “cash pool”.Then,on the research of construction enterprise group's funds centralized management,find out the domestic research of construction enterprise group's funds centralized management is relatively less,the study of "cash pool" model is much less.The second part is about the funds centralized management of the construction enterprise group and the summary of "cash pool" mode.After introducing the basic content about the funds centralized management of the construction enterprise group,stating the main characteristics and forms of the "cash pool" model,then analysising the basic principle of the "cash pool" model and operation process.The third part talks about the current situation of the “cash pool” of China railway 15 bureau group.Firstly,state the basic information and the financial position of China Railway 15 Bureau Group.Then analysis the system structure and information platform of China Railway 15 Bureau Group.Finally show the operation process of “cash pool” in China Railway 15 Bureau Group.The fourth part is about problems and the causes of the “cash pool” in China railway 15 bureau group.Firstly,analysis the five problems of the “cash pool” in China railway 15 bureau group.Then analysis the causes of the above mentioned problems.The fifth part,summaries GE company successful experience.State the background of GE company in brief,then analysis the successful experience about “cash pool” of GE company.The sixth part,proposes the optimized scheme of the “cash pool” about the funds centralized management in China Railway 15 Bureau Group."cash pool" model of China railway 15 bureau group capital centralized management optimization scheme.We will improve and strengthen the applying condition of the “cash pool”,build and consummate the support system of the “cash pool”,complete the risk control system of the “cash pool”,through the above-mentioned efforts,we summarize the way to perfect the “cash pool” of China Railway 15 Bureau Group.
