As one of the key components of developing circular economy and carrying out reusing of resources, the importance and the effectiveness of ELV scrap recycling has been concerned by the society, with the shortage of resources and environmental pollution becoming increasingly serious. But the number of ELV does not increases as fast as the auto production and sales amount in our country. Reverse logistics are the important link of the circular economy. While some experts point out that the current efficiency of reverse network does not meet the needs of ELV scrap recycling. The paper researches the planning and design of recycling ELV reverse network from two aspects of economic and environmental benefits.Different from the traditional forward network research, this article embarking from the carbon emissions constraints of policy, researches reverse network planning and design under the condition of different constraints, in order to realize the reverse supply chain win-win of economic and ecological benefits. Firstly, by reviewing the related theories research and studying the ELV recycling status at home, the paper proposes that there were some problems in our ELV reverse logistics, such as the low rate of recycling and recovery, low recovery efficiency and so on, and analyzes the causes of the problems and the solution of the corresponding strategy. Secondly, on the basis of analysis of the scrap recycling network, the paper qualitatively analyzes how carbon emissions constraints effect reverse supply chain, combined with the related theories of low carbon supply chain, supply chain network optimization and carbon emissions constraints. At last, the paper based on the reasonable assumption and qualitative analysis of low carbon scrap reverse network, comprehensively uses 0-1 mixed integer programming and multi-objective programming approach, and consideres the gross of carbon emission and the gross cost of supply chain to establish the model of the scrap recycling network optimization on the basis of carbon emissions limits, carbon tax and carbon emissions trading. And the paper makes a numerical simulation analysis of the model to demonstrate the scientific nature and feasibility of these three models.
