End-of-life vehicles(ELVs), as the key part of the urban mineral, have huge economical values, resource values and ecological values. Recycling of ELVs becomes the important content of recycling economy development. In recent years, with the rapid growth of the number of ELVs, low level of recycling has been far from meeting the requirements of the development of circular economy. ELV recycling industry in China is restructuring and upgrading. At present, some dismantling scrapped automobiles recycling enterprises are being built across the country by integration of resources and new construction to enhance the level of ELV recycling industrial development. These enterprises are facing a common strategic issue: building a new recycling network of ELVs which is called scrap car reverse logistics network. The construction of the network is helpful to improve ELVs recycling utilization, reduce recovery cost and support the ELV recycling industry development.Firsty, this paper analyzed the different characteristics between the ELVs and the general waste materials. And the ELVs were divided into two types and made a comparison. One type refers to the ELVs which are seriously damaged. The other type is slightly damaged. On the basis of performed research, ELV reverse logistics and ELV reverse logistics system were studied. Besides, the three different ELV recycling modes, including the automobile manufacturers directly recovery mode, Vendors referred to the recovery of manufacturers recovery mode and third-party recovery mode, were analyzed from the prospect of qualitatively and quantitatively. The conclusion that the recycling model based on the third party recycling companies was according with Chinese practice was obtained.Secondly, according to the characteristics of ELV recycling in China and considering three resource utilization ways including reuse, remanufacturing and recycling, a ELV reverse logistics network structure was built consisting of the logistics nodes:consumer area, recycling sites, processing centers, raw material markets/enterprises, second-hand markets, remanufacturing plants, steel companies and landfills. According to the structure of the network, to to achieve the objective of the minimizing cost, the ELV reverse logistics network model was proposed to determine the location, number and capacity of recovery sites and treatment centers as well as the distribution of traffic between logistics nodes.Finally, by the collection of relevant research data, the research about scrapped automobiles reverse logistics network construction in Chengdu was made. The result that the location, number, capacity of recycling sites and processing centers as well as flow allocation among each logistics nodes was obtained.
