Under The Perspective Of Public Administration: A Study Of Development Of Cooperative Economic Organizations Of Farmers And Herdsmen

With the national attention to Tibet’s economy, and the increase of Tibet’s rural policy support,Tibet’s rural economic reform and development is urgently needed, decentralized production management mode can’t meet the needs of the production and living. It will eventually be eliminated by the market system. Comprehensive development of rural economy is the main subject of economic construction in Tibet. And the farmer cooperative economy organization arose in the situation. The emergence of farmer cooperative economy organization adapts to the needs of rural economic development greatly, and it is the driving force to open a new life for the farmers and herdsmen. Following the footsteps of the whole country, Tibet has sped up the construction of the farmer cooperative economy organization, and revealed a trend of rapid development.This article researches the current situation and problem of the farmer cooperative economy organization from the view of public management in the countryside, researching the organization as a rural social management carrier and giving suggestions. Combing literature through the literature research. In Lhasa, for example, I have carried on the detailed analysis and research through field investigation of rural cooperative economic organization.The related concepts are expounded and analyzed in this article. I briefly described farmer cooperative economy organization ’ s present situation and the main types of Lhasa through the field investigation and data collection. The main part of the article expounds the positive effects and the existing problems that the farmer cooperative economy organization exist as an organic carrier in the rural management,and puts forward opinions and suggestions to the construction and management process of farmer cooperative economy organization in the future from internal and external factors. I hope this article can provide available suggestions and countermeasures for the organization of Lhasa, and provide referential experience in Tibet.
