With the rapid economic development of the world and the arising living standard of the people, tourism has becoming one of the major leisures and the largest industries of the world. Since the impact research of tourism on economic growth has gradually been paid much attention to foreign and domestic scholars. And meanwhile, the development of tourism are not only provided large amount of opportunities for employment to many countries but also still abundant of foreign currency. Furthermore, the tourism has plays a decisive affect on promoting economic growth on condition that one of the biggest emercing industries in the moment.As the tourism central cities in Tibetan Plateau, Lhasa takes the roles in traffic hub for tourists out and entrance, and conduct the opening to the outside world on which displays the huge changes of Tibetan’s economy and socials development to amounts tourists domestic and abroad. Furthermore, tourism as the tertiary industry and Lhasa holds the lead, which plays a positive driven roles in increased incomes and accelerated the adjustment of industries structure as well as broaden labour employment, and thus the development of related parts in regions. Otherwise, on account of the restrict of location and natural conditions and the human factors in Lhasa, there exists some strictly defect compared with other provinces in China, which forms the important bottleneck in economic growth.On the basis of extensive consult related research from home and abroad, this paper through establishing Granger-Causality Analysis in both, the research focused on the function mechanisms on tourism development to the economic growth in Lhasa, and shows the conclusion that the tourism development is the crucial reason to arrive economic growth, and thus based on these points in which adopt establishing VAR model and further the impulse response function as well as variance decomposition been applied both relations to overall analysis. And for the last, which adopt the interindustry analysis method to further probe the economy effect in tourism development into other relations of industries.The conclusion of the empirical analysis shows that both tourism development and labour input are influenced in economic growth, but the effected degree of tourism are higher, which form the view of the Granger-Causality. Second, for the point of fixed capital investment are that they are the Granger reasons for labour input and tourism development, but not for the growth. On the contrary, economic growth and tourism development are both promotes fixed capital investment. And further indicates that tourism development in Lhasa exists direct or indirect Granger-Causality in fixed capital investment, economic growth and labour input, and most relations are obvious absolutely. At last, from the VAR model analysis are arrived the facts that the total income of tourisms are of highest contributions rate to economic growth. That of tourism total income has higher income effect, which have obvious contributions to GDP, otherwise the effect of foreign exchange are quite well, among them makes a contributions to foreign exchange income in Lhasa. And at meantime, the tourism in Lhasa has driven amounts social employment, which alleviates the pressures employment of the whole city.Based on these empirical results, some countermeasures on further promoting tourisms economy in Lhasa were proposed: Emphasizeon the relativity of industries,and make efforts to play a influence role in tourism and economic increase; Raised the training mechanism of professional staff and promoted the more people to employment; Increased the promotion to broaden tourism market and increase the foreign income; Develop the winter tourism and prolong the tourism seasons.
