Research Of Energy Efficiency And It’s Effecting Factors Under Carbon Emission Constraints In Shandong

Energy is an important material basis for human survival and development,energy issues are the lifeblood of the national economy, and it directly affects the safe operation and sustainable economic development.In recent years, along with excessive energy use and development, energy shortages has been more and more serious in the world, as traditional energy consumption patterns will not be able to meet the needs of long-term economic development, how to improve energy efficiency and maintain the continuous energy supply have become a global hot topic.As an energy province, Shandong Province is rich in coal, oil and mineral resources which led to the rapid development of the economy, but the large amount of energy consumption also brings serious environmental pollution problems, how to solve the contradiction among energy consumption,resources and environment have a great significance for promoting the completion of energy saving tasks and achieving sustainable development of economy and society. Therefore it is necessary to study the energy efficiency under environmental constraints in Shandong Province.Based on the data of Shandong Province and it’s17 cities in 1990-2012, this study uses a data envelopment analysis model of input-oriented BCC, builds two total factor energy efficiency analysis models under carbon emission constraint and non-carbon constraint. The empirical results show that the overall energy efficiency of Shandong Province still has much room for improvement, the input indicators and output indicators of each city can also be adjusted to achieve the best condition. At the same time,by comparing the results of the two models, it shows that the total factor energy efficiency value under environmental considerations is more representative of the true energy efficiency level. This paper also studies on the main influencing factors of energy efficiency, builds a long-term influence balance among energy efficiency,economic development,industrial structure,energy consumption structure, carbon emissions and technological progress,the result shows that the increasing proportion of secondary industry and coal consumption will reduce the level of energy efficiency,while economic development and technological progress will promote energy efficiency levels. Finally, according to the analysis results,this paper puts forward some policy recommendations for improving the general energy efficiency level of Shandong and the corresponding city at different energy efficiency levels.
