With the development of Chinese economy, the petroleum and chemical industry increase rapidly, which involves rising transportation needs of some flammable and combustible, chemical raw materials,as a result of frequent safety accidents. Container multimodal transport can combine the advantages of various modes of transport deeply, achieving the high security and high efficiency of hazardous material. Meanwhile, with the increasingly serious global climate change and environmental problems, the low carbon transport attracts more and more attention, many countries of world have already advocate energy conservation and emission reduction strategy. Therefore, the government and enterprises focus on the problem of how to reduce the risk of network and carbon emissions through the selection of reasonable mode of transportation and transport routes, multimodal transport network optimization of hazardous material under the consideration of carbon cost.The main content is divided into the following parts:(1)Firstly I analyzes the research status of hazardous material transport and multimodal transport, introduces the related theory and method in this paper, including hazardous material, container multimodal transport, carbon emission, interpretive structural modeling and multi-objective emissions.(2)Secondly I analyzes the risk of hazardous material multimodal transport, on the one side, from the perspective of risk factors analysis, combined with our country’s different transportation of hazardous material accident analysis, summarize the factors of hazardous material container multimodal transport, analysis with using interpretive structural model and draw a clear risk cause of factors, find out the deep, direct, middle and external risk factors. On the other side, from the perspective of quantitative risk assessment, on the basis of predecessor’s research, from the transportation and transfer two processes, establish the hazardous material container multimodal transport risk assessment model.(3)I establish the hazardous material container multimodal transport network optimization model. On the basis of analysis of hazardous material container multimodal transport risk, carbon emissions, cost and time, including analysis carbon cost, transportation cost and time, comprehensively consider the road capacity, transfer station capacity, and time establish multi-objective optimization model.(4)Finally combined with the real data, take oil multimodal transport as an example, using the LINGO software to find the numerical example results, comparing with a single mode of transportation, further verify the effectiveness of the model and the economy and safety of multimodal transport of hazardous material.
