A Study Of The Performance Evaluation Of The CAREC Of Asian Development Bank Based On AHP

Central Asia Regional Economic Cooperation Program(CAREC mechanism) is proposed by the Asian Development Bank(ADB) and it has been run for more than ten years. CAREC mechanism becomes one of active organizations to effectively promote the economic development in Central Asia. Transport, energy, trade facilitation, trade policy, CAREC economic corridor and CAREC institute are key development sectors for CAREC mechanism. There are pratical projects in all sectors. Within the framework of CAREC mechanism, ADB plays a role of advocator, organizer and coordinator, at the same time, five multilateral international organizations such as World Bank, International Monetary Fund(IMF), United Nations Development Programme(UNDP), European Bank for Reconstruction and Development(EBRD) and Islamic Development Bank(Is DB) are also involved in cooperation to promote economic growth and reduce poverty in Central Asia. CAREC ministerial meeting, senior officials meeting and department coordination commission ensure CAREC mechanism develops successfully. CAREC mechanism is different from other Central Asia organizations(Shanghai Cooperation Organization(SCO) and the Eurasian Economic Union) in members, cooperation fields, organization structure and cooperation achievements. Xinjiang Uygur autonomous region and Inner Mongolia autonomous region are two project execution zones in CAREC mechanism. CAREC institute has become a physical institute in Xinjiang which will bring opportunities for China to participate in the CAREC mechanism.CAREC mechanism has its own characteristics, since it was established, what is its running effect?What is the performance of CAREC mechanism?Which measures will further improve its performance?Which measures will for China better participate in CAREC mechanism?These problems will be solved in this paper.Firstly, this article shows whole effect of the CAREC mechanism and effects in key areas of CAREC mechanism. The whole running effect is mainly for the analysis of the effect of trade and investment between the CAREC members, running effect of key areas dicribes the development characteristics of the countries in various fields and CAREC mechanism has gained rachievements in all fields such as the agreements and the practical projects in key areas. Then, the article gives the empirical analysis with Analytic Hierarchy Process(AHP) to evaluate performance of the typical projects in key sectors for accurate assessment of CAREC mechanism running effect. This article respectively establish a three-level evaluation index system of the typical project.The second level evaluation index contain four indicators such as economic effectiness, execution environment, characteristics of the project and conditions of projece’s performer, but indicators in different typical project are different.The empirical study results show that the CAREC mechanism brought a certain economic benefits such as reducing the customs clearance time, reduces the transportation cost and also improve the transport infrastructure conditions. The performace affects the characteristics of the project and also influences the conditions of the performers for the project such as enhancing the technical levels of project performer and affect investment volume of the project. At the same time, CAREC mechanism will improve the project’s execution environment.Finally, in order to improve the operation performance of CAREC mechanism,this article puts forward countermeasures of CAREC mechanism in key sectors such as members need to regulate trade facilitation countermeasures matching CAREC mechanism, establish a perfect platform for the energy supply and demand while maintaining national energy security and independence, make full use of CAREC economic corridor to provide convenience for regional economic and trade cooperation.At the same time,for China’s better participation in CAREC mechanism,China need to continue to strengthen the investment in CAREC members, properly handle the relationship between the other organizations for economic cooperation in Central Asia, two project execution zones should play its role effectively in CAREC mechanism and use the function of “One Belt and One Road” to promote China’s participation in CAREC mechanism.
