Development of rural land circulation and revitalize rural land resources, improve land productivity, is to stimulate endogenous motivation agricultural economic development, but also the realization of the inherent requirements of China’s agricultural modernization.Gannan is the traditional agricultural weak areas of the rural economy.With the growing number of migrant workers, the land abandonment and transfer phenomenon has continued to increase, followed by many questions. Study on the hilly area of land transfer issues and find the mountains of rural land transfer factors, is contribute to Gannan land transfer, modernize agriculture and intensive management development. This study selected Bailu Township Gan County as Social Survey points, based on the past study of developed areas’.This paper take research, questionnaires,in-depth interviews, network data and official data collection methods,from the macro and micro two levels of rural land transfer case Gannan were studied and analyzed by evidence-based.From the perspective of multiple subjects such as the subjective perspective of farmers, large contracting perspective, the local government level, rural land circulation, the reseach based on the Bailu County situion carried out to explore. It’s turn out that farmers’ education and land transfer wishes are not necessarily a positive correlation; non-farm employment opportunities isn’t certainly contributed to land out of farmers; the length of the lease term is the case with fertile land resources.Hakka cultural traits to some extent hindered the land transfer. Under Large farmer subject, land transfer achieve efficient intension management,promoting the rural economic development; there are issues of the land transfer :long-term lease contract require large land conflicts with farmers unwilling to long-term lease、the contractor is willing to pay big market rental price some farmers can not meet the requirements、delay the implementation of government policy and the real needs of contracting households contradictions of three The main problem. All levels of governments to a certain extent contributed to the land transfer, but due to the publicity,land transfer service mechanism is not perfect and other factors hindered the land transfer. The main factors affecting the land transfer has transfer income, land transfer convenience, transfer object and purpose, and whether there are several aspects of legal protection.On the basis of these studies, this paper also proposes long-term contracting gives farmers the right on the basis of clear property rights; strengthen land transfer policy advocacy; cultivate land transfer service organizations, establish land transfer market mechanisms; promote land leveling,irrigation, etc. related infrastructure; establish and improve multi-level social security system in rural areas to speed up the land transfer five suggestions to promote agricultural modernization.
