An Analysis Of Optimizing Dunhuang Government Strategy To Develop The City Based On Tourism

Reputed as the sunrise industry of the 21 st century, tourism is a key point for economic transformation and leapfrog development.Whether to adapt a government-led strategy or a market-oriented strategy for the the development of tourism has been a social focus. Many researches have shown that local tourism industry is beneficial from the government-led strategy in the early stage of development. However, if the government-led strategy is used for a long time, government failure will stop local tourism from developing.Therefore, how different levels of government, especially those county-level governments who adapted government-led strategy, coordinate the relationship between government action and market behavior to avoid government failure in the tourism development process is a significant issue to be addressed.This article used a SWOT analysis to identify government failure in tourism resource exploitation of Dunhuang city in Gansu Province. By integrating management theories new public administration, comprehensive treatment and coordination, it made recommendations on possible strategies and measures for government strategy called “Tourism Builds Up Dunhuang City”. This study sheds lights on how government at the country-level, perceives their roles, actions between market behaviors for a better development in the process of tourism resource exploitation based on a theoretical foundation.
