| The domestic research on circular economy is started in 1990 s. The comprehensive and in-depth researching has been made abundant achievements in the theory and practice aspects. The development of circular economy is in accordance with the basic requirements of the construction of ecological civilization, which will be a very important mean to reduce the increasing contradiction between human and nature; Evaluation of regional development of circular economy is very important. The results can be for a reference to the government performance assessment, and the governments can use the results to guide the regional development of circular economy. So, to build a scientific and reasonable evaluation index system of regional circular economy is the important precondition to promote the positive development of the regional circular economy.Based on the previous, drawing on enterprise value chain management theory on building a provincial circular economy value chain to build an innovative evaluation index system of circular economy from the regional recycling economy development activities and supportive activities. Then we analyzed the Situation index of the 11 Chinese circular economy pilot provinces and municipalities based on the 2014 data, which was determined to the pilot sample in 2005 and 2007 by the national Development and Reform Commission. Finally we use the entropy method to make a comprehensive evaluation of the pilot samples. The results show that the circular economy development of pilot provinces and cities exist obvious regional characteristic. The eastern region of circular economy development situation is better than others, Top 5 regions are Shanghai, Beijing, Tianjin, Jiangsu, Zhejiang. The central, northeast and western regions are at the last. The ranking is Chongqing, Shandong, Liaoning, Henan, Shanxi, Gansu. The ranking is in accord with the imbalance of the Chinese regional economic development. And the score of supporting ability is the most unbalanced, The highest is Shanghai with the score of 14.59 points. But Shandong, Shanxi, Liaoning, Gansu, Henan supporting ability scores are all below 2 points. The result shows that the central and western regions have the disadvantages on the support ability. |
