Agriculture is the foundation of national economy, it not only provides necessities for people and also provides abundant raw materials for industrial production, the development of agriculture in a country directly influence the quality of the whole national economic development. 2004, China has changed from grain net exporter to net grain importing country. Therefore, it is more and more urgent to improve agricultural production capacity. However, with the growth of China’s population and limited of land resources, only relying on the extension of the growth is becoming more and more unrealistic. Qinghai Province is located in the northwest of China, due to the climate, traffic conditions and other conditions restrict, the level of agricultural development is relatively backward.The paper is under this background, and takes the planting as an example, using Solow residual method to calculate Qinghai province agriculture science and technology progress contribution rate, analyzes the problems and puts forward the relevant countermeasures. Because the land is the indispensable factor input to the agricultural. Therefore, using the C-D production function, joining the land as an indicator, basing on planting input and output data from 1992 to 2014 in Qinghai province, the paper has calculated that the elasticity of planting capital output in Qinghai province is 0.5, elasticity of labor force and land output are 0.25, the planting science and technology progress contribution rate of annual average is45.77%.And according to the calculation results, the factors impeding the progress of agricultural science and technology in Qinghai Province are mainly: first, the agriculture has lack of investment and the structure is unreasonable; second, laborsurplus, low quality; third, the amount of fertilizer is insufficient, as a result of single structure, land productivity is low; forth, agricultural science and technology extension system is not perfect, the people who promote agricultural technology is lack. According to the influencing factors, the article puts forward the countermeasures to improve the level of agricultural science and technology progress in Qinghai province. The government can do something according to the following four aspects: The first is to diversify agricultural investment subject,improve the total agricultural investment, improve the structure of agricultural investment; The second is to improve the quality of the agricultural labor force,promote the transfer of rural labor force; The third is to maintain and increase the area of agricultural land, grain yield per unit area increased; The fourth is to constantly improve the agricultural technology extension system, train agricultural science and technology promotion personnel. The government can begin from the following four aspects: diversified agricultural investment subject, improve the total agricultural investment, improve the structure of agricultural investment; the second is to improve the quality of the agricultural labor force, promote the transfer of rural labor force; the third is to maintain and increase agricultural land area, grain yield per unit area increased; the fourth is to constantly improve the agricultural technology extension system, agricultural science and technology promotion personnel training.
