The focus of current our country land resource management is strictly control the construction with the growth of the number of and through invigorated the stock of land, optimize the allocation of resources, improve the urban land comprehensive utilization to resolve the current constraints of the contradictions in the supply and demand of economy and to provide space for new-type urbanization.In the process of Underused Urban Land Re-development, local governments need to implement the central policy, make the comprehensive plan of city, supervise the implementation of the plan, maintain the legitimate rights and interests of the broad masses of the people, so it is essential to the role of local government.
