The Role Of Local Government In The Rural Land Requisition Process Imbalance Analysis

From the angles of politics, sociology and management, through documentary research, comparative analysis and empirical analysis, this paper studies the problem of our local governmental role unbalance in the country land expropriation progress, puts forward homologous countermeasures and suggestion, thereby provides theories instruction for the land expropriation system and provides theoretical gist for the fulfillment basis, then makes contributions to the progress of our land market into normal.This paper consists of two parts: introduction and main body. During the introduction, I briefly discussed the reason of choosing this topic, the research status in quo, the paper's content and structure, the train of thought and the research method, its breakthrough and deficiency.The main body is divided into four chapters: the negative influence of enclosure phenomenon in the progress of our land expropriation; the relationship between the enclosure phenomenon and the local governmental behavior in the progress of our land expropriation; the reasons why our local governments would abuse the power in the progress of land expropriation; the countermeasures and suggestion that for restraining the land expropriation power of our governments.Chapter 1: The primary analysis of the negative influence of enclosure phenomenon in the progress of our land expropriation. This chapter will construe a series of negative influence that brings further by the enclosure after understanding the present condition of the enclosure, then make cushion for exploring the measures of the problem.Chapter 2: The chief analysis of the relationship between the enclosure phenomenon and the local governmental behavior in the progress of our land expropriation, the basic conclusion elicits from the analysis is the essential of the enclosure phenomenon which is caused by self-regarded behavior of the government, because the governmental behavior keeps both of the public welfare and self-regarded welfare.Chapter 3: The prime analysis of the reasons why our local governments would abuse the power in the progress of land expropriation. The reason is omni- bearing, includes the factor that the current land expropriation system is defected, the negative influence from the inside and outside land expropriation environment, it also involve the role which the government is performed in the progress of land expropriation and the regulation of the governmental land expropriation power.Chapter 4: The main content is the countermeasures and suggestion that for restraining the land expropriation power of our local governments. The countermeasures manifest in four aspects: making great efforts in perfecting our land expropriation system; making role orientation renewedly in the progress of the land expropriation for the local government; creating new local governmenatal achievement access mechanism, regulating the competition between local governments; taking charge of the local governmental land expropriation behavior strongfully. In a word, this chapter will seek for measures from any angles as system, policy and governmental functions to solve the land expropriation problem.
