| With the economic development rapidly, the car has more and more high penetration, but it brought a series of problems, such as environmental pollution, energy shortages and traffic congestion. The electric vehicles have the advantage of high efficiency, zero emissions, they have unparalleled advantages in terms of environmental protection and energy conservation, and they are known as "the 21 st century green transport." Coupled with Beijing severe fog and haze, many people start to pay attention to the development of electric vehicles, electric vehicle development encountered a new opportunity. However, due to the impact of technology and market, the development of electric vehicle need government supports. Beijing government introduced a series of policies for new energy vehicles. Beijing started Yaohao policy bimonthly from 2014, setting up a separate "purchase indicators" for the new energy vehicles, providing local subsidies and focus on building charging stalls. The policies may encourage the development of new energy vehicles on the Beijing market, but these policies’ effectiveness lack of third-party quantitative research. This article aims at Beijing electric car industry, do a detailed qualitative analysis on the related factors affecting the development of electric vehicles, and build up multi-agent simulation model includes personal consumers, governments, electric car dealers, electric car manufacturers, battery maker and power company based on complex adaptive systems theory. So that it can demonstrate the initiative, independence, intelligence, responsiveness, interactive features of the six subjects well. We can also examine the subjects’ interaction of the supply network from a global perspective. This article analyzed the development of Beijing’s electric vehicle supply network with the publicly available data, then analyzed the impact of different policies on the development of electric vehicle supply network through different simulation experiments. We can provide some useful advice for the healthy development of electric vehicles, and provide a theoretical basis for the government to make the relevant policies.According to our simulation results we recommend: the initial budget that support the development of electric vehicle in Beijing can set to 1 billion yuan, the government can stop subsidies when the sales of EV exceed 100000, and other encourage policies can remain unchanged. |
