Budget management is an important component of enterprise management. In order to achieve sustainable development, enterprises must make scientific budget management. As an important subsidiary large enterprise of Sinopec, Shengli Oilfield Company has been pursuiting comprehensive budget management, and achieved good results in recent years. But in the implementation process, it has also exposed some problems. How to effectively comb and analyze these problems, and provide the specific countermeasures and suggestions, has very important significance for Shengli OilField Company to advance comprehensive budget management, improve decision-making efficiency, and realize the enterprise rapid development.Applying the literature research, field investigation and comparison analysis methods, this paper researches the comprehensive budget management in Shengli Oilfield Company. First, it reviews the research status of comprehensive budget management at home and abroad, and overviews the relevant theories of comprehensive budget management, in order to provide theoretical references for the research of the comprehensive budget management in Shengli Oilfield Company. Second, it sums up the organizational structure, budget preparation process, executive analysis, assessment approach and the achieved results of comprehensive budget management in Shengli Oilfield Company. Based on the above analysis, it summarizes the present problems of comprehensive budget management in Shengli Oilfield Company, which include: the budget goal lack strategic orientation, budget plan is not systematic, budget methods are imperfect, budget monitoring is absent, and budget evaluation lack flexibility. Third, in view of the above problems, this paper proposes the countermeasures to improve the comprehensive budget management, which include: Shengli Oilfield Company shall develop EVA as the general orientation of budget target, strengthen the budget system, improve budget methods and budget management responsibility system, strengthen the analysis and control of the budget, and promote budget evaluation. Finally, in order to implement the above countermeasures smoothly, the paper puts forward some safeguard measures, that is, Shengli Oilfield Company shall perfect the supporting system of budget management, strengthen the basis work of budget management, promote the application of information technology, and play the roles of all the enterprise staff.
