In recent years, with the rapid development of the social economy technology, he competition among companies is not just between cost and quantity, which gradually transfers from the one singly focusing on organizational structure, nanagement approach and customer requirement to the one that pays more attention the aspects such as technology, talents, management methods and son on. Faced with such a competition mechanism, it is necessary for companies to further their existing management modal and concept through reform and improvement, if they blan to have a better development. Companies sustained development must adopt nodern management modal and approaches which are advanced and scientific, and comprehensive budget management is one of the effective methods. In our country, here are many country-owned large and medium-sized enterprises have taken in western countries successful experience and modal, gradually practicing comprehensive budget management theory method. However, further exploration is eeded to set up the comprehensive budget management system in real scientific sense, s a result of the relative lagging in terms of system, concept, technology and so on. Companies strategic management should use building up comprehensive budget nanagement as effective approaches, to improve their management level, further their levelopment in the long term and strengthen their competitiveness in markets.Nowadays, although most companies have already realized the scientificalness ind importance of comprehensive budget management, yet there are still blind zones in cognition and practice. The T company I surveyed is a subordinate enterprise of DaQing Oilfield Limited Company in China National Petroleum Group, which has gained some valuable experience in practicing budget management and forming a set of effective management method and system through practice and grope in many years. On the other hand, however, there are also some drawbacks existing in its budget nanagement. This thesis makes comprehensive analysis of T company s budget planning, practicing and assessment, finding some problems and weaknesses in budget management work by expressing the current situation in T company s budget nanagement work in detail. I also have read large quantities of documental books, the origin of budget theory, development history and current situation, optimally designing existing budget management system by combining the advice on how to mprove comprehensive budget management system in planning, practicing, controlling, assessment and so on which are concluded from successful cases among companies who have made achievements through comprehensive budget management nodal. I am looking forward to my thesis s having an active effect on T company carrying out comprehensive budget management and offering some useful experience for development enterprises who work on developing oil or gas as well.
