As the expansion of population, it is creasing of requirement for consu mption matter and utilization resources. As a consequence, the influence of development of economic on eco-environment is sophisticated, so that it is necessary to analysis the condition of population and economic, especially across the Tibetan Plateau which have the fragile ecosystem. In recent year s, as the main part of Tibetan Plateau, The urbanization and tourism of Tib et both had large variation, and the animals husbandry and rural laborers h ad changed accordingly. It will be provide theory basis for the coordinated development of economic and population in the process of urbanization.In this paper, on the basis of classic theory of regional economic activ ities and process of research across Tibet, the dates of number of animals at year end, number of rural laborers were used as the presentence of anim als husbandry and rural laborers respectively. Analysis the spatiotemporal pa tter and coupling relationship of animals husbandry and rural laborers, addit ional, significance test was used to measure the distribution characteristic b y GIS spatial analysis, Geo Da spatiotemporal correlation, SPSS correlation a nalysis and so on. Labor-Animals Elastic Coefficient was applied in spatiote mporal relationship between number of animals and rural laborers in order to research the both change rate. It is analysis the correlation level and spa tiotemporal correlation between number of animals and number of rural lab orers, and between the density of number of animals and density of numbe r of rural laborers. Base on the five indicators of Labor-Animals Elastic Co efficient, number of animals, number of rural laborers, density of number o f animals and density of number of rural laborers, made the 73 counties in to seven classes, and analysis the reasons and results. Last but no least, ad justing local conditions, some suggestions and measures were put un with t o provide the theory basis for coordinated development between animal hus bandry and rural laborers in the process of economic development across Ti bet in future.Some results are shown as follows by the system analysis:(1) During the 1999-2013, number of rural laborers presents increasing trend but numb er of animals shows decreasing after the rise since 2004. In terms of the d istribution characteristic, the phenomena of clustering is significant, which d istributed in Ngari and Nagqu, Nyingchi and Shannan, and the connection c ounties of Xigaze and Lhasa;(2) In spatiotemporal variation of number of animals and number of rural laborers across Tibet, the former is decreasing but the latter is increasing in mostly counties, and different is exist in bot h change rate;(3) In terms of the coupling relationship between them, the relationship between animals and rural laborers is less strong than the relati onship of density of animals and rural laborers. In addition, it did indicate the positive correlation between low animals and low rural laborers, so as t he correlation between high animals and high rural laborers in a large exte nd across Tibet;(4) For the spatiotemporal variation in county level, the in creasing rate of number of rural laborers is higher than the decreasing rate of number of animals. However, some counties shown difference in both i ndex, such as Nagqu county, in which reduce rate of number of animlas is higher than rise rate of number of rural laborers.Considering the conclusions mentioned above, it shown difference chara cteristic not only in distribution patters of animals and rural laborers but a lso in the coupling relationship, which owing to the natural conditions and the strategies, which have influence on the economic structure, population structure and ecological environment. Strengthening the enforcement of po pulation control police, speeding the translation from traditional animal hus bandry to intensive industry, paying more attention to the protection and r estore of environment resources in the process of city expansion in future. Finally, this paper pointed out the deficiencies and sides of need to be i mprove in research, and the development direction in the future was discu ssed.
