The laws, regulations and the technical plans of the country about promoting the small and medium-sized enterprise development and the technological innovation are all depend on the Local authority to realize. Local authority also has the authority in such government ways as providing the fund, the talented person, the plan and so on for them. Therefore, studies of the Local authority mechanism in serving the small and medium-sized enterprise technological innovation systematically will be able to provide the scientific basis, the feasibility and the countermeasure for transforming the function, improving the service, creating good development environment.This article tries to do some systematical research about theories,questions, and countermeasures in service mechanism of Local authority improving the small and medium-sized enterprise technological innovation. Then, we can discuss the above questions comprehensively.
