State-owned Enterprises have an important impact on the improving of China’s economic development and people’s living standard. Recent years, with the vigorously reform and integration of the state-owned enterprises in Shanxi Province, the number of state-owned enterprises is gradually reduced and the scale becomes larger. Although the competitiveness of state-owned enterprises in Shanxi Province has improved, it is still facing the problem of insufficient of scientific and technological innovation capacity.In today’s rapid development of technology, as the soul of the enterprise, innovation is the source of enterprise’s healthy and sustainable development. Science and technology talents have a high professional skill and strong innovation ability, who are the essential human resources for the development of enterprises. The quality and quantity of science and technology talents play a decisive role in the innovation ability and competitive advantage of the enterprises. Since the reform of the state-owned enterprises in Shanxi Province is not deep enough, the problem at the development and management of the science and technology talents is more prominent. The low level of science and technology talents in high level is the key factor that hinders the sustainable development of the state-owned enterprises in Shanxi Province.On the basis of analyzing the human resource management theory, human capital theory, the theory of demand for talent, talent incentive theory, the concept of science and technology talents and characteristics, combined theoretical analysis with empirical analysis, qualitative and quantitative methods, this paper makes a exploratory research on the development level of science and technology talents of state-owned enterprises in Shanxi Province.(1)Analyze the development level and problems existed of science and technology talents of state-owned enterprises in Shanxi Province.(2)By reading and combing lots of references existed, build a science and technology talents development index system of the state-owned enterprises in Shanxi Province from multi-angle and multi-level.(3)Make a questionnaire about the development level of science and technology talents, and test the data from questionnaires collected to ensure the scientific of the data.(4)Based on the qualitative analysis, and select the science and technology talents from parts of the state-owned enterprises in Shanxi Province as respondents. With the statistical analysis of the sample data, fuzzy comprehensive evaluation method and some other methods, empirical analysis of the science and technology talents from state-owned enterprises in Shanxi Province has been made. The empirical results show that: the development of science and technology talents from state-owned enterprises in Shanxi Province stays at a lower level. The score of development investment, development income, training system, and the incentive mechanism is very low. The low scores of development level and evaluation index will affect the development level of science and technology talents.(5)Suggestions are provided from five aspects: recruitment mechanism, training mechanism, incentive mechanism, leadership of state-owned enterprises and institutional system, which can be used to improve the development level of science and technology talents from stated-owned enterprises in Shanxi Province.The innovations of this paper: By combing the references of science and technology development, build a science and technology talents development index system of the state-owned enterprises in Shanxi Province; Using an questionnaire firstly to do the research on the development of science and technology talents of stated-owned enterprises in Shanxi Province; Make a scientific evaluation of the development level of the science and technology talents; Provide suggestions from five aspects: recruitment mechanism, training mechanism, incentive mechanism, leadership of state-owned enterprises and institutional system.
