As the social development view changes from‘economic growth-centered’to‘human-centered’, and then to‘humanity-oriented sustainable development strategy’of 1990sin China as a developing country, development strategy is experiencing a transfer, which isfrom simply focused on economic growth to economic and social development. At the sametime, Chinese state-owned construction enterprises play a more important role in the nationaleconomy. It becomes very urgent that how to find the effective reform and managementmethods to keep the ever growing requirements of Chinese state-owned constructionenterprises. As the enterprise system construction is the cultural construction, more and moreattention has been paid to the positive role played by the corporate culture on the formation ofinternal cohesion and external competitiveness. In order to maintain the development ofenterprise, we should attach great importance to the cultural construction of state-ownedconstruction enterprises, in particular, to build an excellent corporate culture in line with thetrend of the times.Based on all above, this thesis analyzes deeply and explores the existing literature andresearch results, in order to define sustainable development of corporate culture, sustainabledevelopment of the corporate culture of the state-owned construction enterprises, and culturalenvironment as well as its influencing factors, at the same time combine the idea oforganizational project management maturity to design the model sustainable development ofcultural evaluation in state-owned construction enterprises, and determine the index systemthrough qualitative and quantitative combination of multiple screening methods. Ultimatelycombine the actual business case and verify the mathematical model by the use of fuzzy judgeto guide corporate culture management and promote the sustainable development ofenterprises. The main contents of this article are as follows.First, summarize the results of previous studies and literature by the literature searchingto redefine the corporate culture from the perspective of sustainable development and culturalmanagement theory of sustainable development. Sum up the cultural connotation andcharacteristics of the state-owned construction enterprises for sustainable development.Analyze the impact of cultural environment in state-owned construction enterprise forsustainable development, and thoroughly analyze the role of its cultural environment to getthe influence factors.Secondly, analyze the evaluation model of sustainable development in the existingliterature study, analyze the corporate culture evaluation system construction requirementsand characteristics of sustainable development of state-owned construction enterprises basedon the definition, features and scoping of the cultural environment of the state-ownedconstruction enterprise, based on the sustainable development theory as the guide, introducingthe OPM3 thought of organizational project management maturity, establish the culture evaluating model of sustainable development of state-owned construction enterprises.Once Again, based on the establishment steps of the evaluation index system, on thebasis of recognition of the cultural factors which impact the sustainable development ofstate-owned construction enterprises, according to the model requires and the principle ofcombining qualitative to quantitative, screen and design the cultural indicators of state-ownedconstruction enterprises, and ultimately through the three steps of Delphi method, event treeanalysis and correlation analysis to obtain the ultimate target, so as to establish the cultureevaluation index system of sustainable development of the state-owned constructionenterprise.Finally, do empirical test on the culture evaluation model of sustainable development ofthe state-owned construction enterprise. Using the mathematical method of fuzzy evaluation,according to the content of evaluation index system, do actual investigation and researchaiming at different cultural management levels, analysis and arrangement the obtained data,judge the sustainable development of state-owned construction enterprises based on theevaluation criteria, put forward the reasonable improvement suggestions for the enterprise.
