Study On Transformation And Upgrading Of Service Outsourcing Enterprises In Hebei Province

Since the early 21 st century, service outsourcing grew rapidly throughout the world. In the context of international service outsourcing developing rapidly, China also promoted the development of service outsourcing industry to a strategic height. All provinces gradually joined the ranks of focusing on the development of service outsourcing business, which grew to become an important booster for transforming the local growth pattern of foreign trade and absorbing college students’ employment. However, as one of top-ten economic provinces, Hebei province didn’t have the lead service outsourcing enterprises, until some service outsourcing enterprise, such as Shijiazhuang Sandi Company, in 2008, which began to promote the whole province’s service outsourcing fast development. But most enterprises undertook the business low-end in industry chain, low value-added, which cannot meet market’s diversified deep development needs. Most service outsourcing enterprises’ overall strength was weaker, market-share low. Since 2013, as the national "Internet Plus", "the Belt and Road", "Integration of the Beijing-Tianjin-Hebei Region" were proposed, the service outsourcing enterprises in Hebei province are facing great development opportunities. How to take advantage of its position to seize the opportunities to adapt to changing market demands has become the key to breaking development bottlenecks and improving market competitiveness. The enterprises have to upgrade, if they want sustainable development.This paper, starting with summarizing the transformation and upgrading research literature of the service outsourcing enterprises at home and abroad, through motivation theories of international dichotomy, technical innovation, based on the current development of service outsourcing enterprises in Hebei province, analyzed the necessity and influence factors of enterprise transformation and upgrading, and some corresponding measures were proposed by empirically researching. In order to review the factors affecting the transformation and upgrading of service outsourcing enterprises in Hebei province, this market structure, business models and personnel training in three dimensions as latent variables were designed in the questionnaire, and the sample data’s factorial and regression analysis in different scale was made. The study results showed that the market structures, business models and personnel training as potential variables affecting the transformation and upgrading of service outsourcing enterprises in Hebei province was scientific in some degree. In the market structure factor, there was positive correlation between the development speed of small and medium enterprises and the package lines they received, the development speed of medium enterprises and offshore outsourcing proportion, the development speed of large enterprises and market competing satisfaction. In business mode factor, there was positive correlation between the development speed of all enterprises and the business location at the value chain. In the personnel training factor, the higher level in the proportion of employees with advanced degree in small enterprises, the amount of training input, and the degree of school-enterprise cooperation, the faster enterprises developed. Finally, on the basis of these conclusions, corresponding measures to different sizes enterprises in Hebei province were proposed to accelerate the pace of transformation and upgrading, so as to enhance their market competitiveness. Results of this research show some reference to service outsourcing enterprises in Hebei province on transformation and upgrading.
