Human resource is an important strategic resource for a project or an enterprise. It is crucial to the success of a project and the development of a whole enterprise. Human resource management deserves an investment of time and efforts to consider and study from the team and its leader of the project or the enterprise operator. However, human resource management is also a tedious and complex work which needs continuous efforts from related staff over a long period but it has usually been overlooked in project results. Therefore, in most state-owned enterprises, human resource management often shows as "say more but do less" or " carry out more of what the leader say but care less about the staff". This results in that the human resources can not give a full p lay to its role, especially in encountering difficulties and emergent situation. However, with the development of the society, human resource management and its related concepts are quickly updating, and they receive an increasing attention in the state-owned enterprises. These enterprises improve their human resource management by gradually establishing and completing the related regulation and systems. It achieves the value of human resources and at the same time enhances the vigor, development and competitiveness of the enterprises.This paper first introduces the general situation of the commissioning operation management of the H Airport Energy Center, such as its background and environment, and then it finds out its current situation and its problems through a series of interview, investigation and research on its human resource management. This paper also critically analyses some phenomenon and explores its fundamental cause through reason analysis and competence model analysis from the aspects of the organization of the project, employee competency and soft resources input. In this way, this paper discusses the problem of human resource management in the project, and tries to optimize it through practical measurements such as drawing up contract, competence model, training and inspiring motivation. However, according to the project situation, we will take some adjustment and optimization like training methods and assessment. In addition, some of the measurements are innovative, such as the special ince ntives and career planning. At present, the project is in the third contract period, some measures have been put into practice and their applausive results are beyond expectation.Although there are many literatures about human resource management in enterprises, most of them are quite theoretical. They lay more emphasis on the theories and methodology. Some solutions proposed to the actual problems are also based on the professionals’ researches or an in-depth analysis. They are usually solutions to a single problem. There are few literature provide a comprehensive and systematic analysis from the aspect of a linear functional managers or supervisors. Therefore, this article explores, analyzes and solves the problem of human resource management of H Airport Energy Center from a different perspective. We will pay more attention to propose effective solutions to the practical problems to facilitate the sound management of the project. However, this paper lacks of a strong theoretical basis. In addition, due to the constraints of capacity and energy, the analysis could not cover all the areas, so the solutions proposed in this research should not represent other airports and the solutions proposed should not be generalized to other situation without fully consideration. The measurements carried out could be very specific and context-relied.
