The high-tech industry has become essential, for various countries, to gain their own status in the world, so facing the complicated and changeable international environment, developing countries should strengthen the development of high-tech industries, to improve the level of country economy. Anhui province while is the first batch of national technology innovation pilot provinces, is in a critical period of transformation of industrialization and urbanization, so it should attach great importance to the development of the high-tech industry. At the same time, technical efficiency is an important index to measure the development of high-tech industries of countries and regions, so, technical efficiency of Anhui high-teach industry is chosen as the research object of this article.First, through the analyzing of the present situation and research significance of the high-tech industry and the review of domestic and international research of technical efficiency of the high-teach industry, this paper finds the researches of the country and the contrast among regions of the high-teach industry are more than that of the internal industry, and many papers use the traditional method of efficiency analysis, but this paper will choose the three stage DEA model to analyze the five high-tech industries in Anhui province.Secondly, this paper introduces the three stage DEA model in detail, while uses two methods of multiple regression analysis-DEA method and the SFA method. The combining of the two methods can build three stage DEA model, while is an improved DEA model that can remove the impacts of external environmental factors.Again, this paper chooses correlation indexes of input-output and the external environment, and analyzes how environment factors effect input efficiency and the changes with the overall situation in technical efficiency after remove the impacts of external environmental factors, through the three stage DEA model. Meanwhile, it analyzes redundancy situations of the five high-tech industries.Finally, according to the above analysis, it summarizes the result of the analysis, and finds the causes of the result. Then, it gives improvement suggestions about the efficiency of the high technology industry in Anhui province.
