Faced with “buy&sell” difficulties in circulation of agricultural products,Ministry of Commerce proposes to focus on e-commerce of agricultural products. Every province wants to develop e-commerce of agricultural products under positive policies. As a agricultural province and high-growth Internet area, e-commerce of agricultural products has a promising future in Ahhui. Different from general consume goods, e-commerce of agricultural products urgently needs lots of theoretical guidance.This paper uses literature research, qualitative and quantitative analysis and inductive analysis methods. At last a series of measures of three levels are put forward based on a thorough analysis of status and restriction factors of agricultural e-commerce. Firstly, we evaluate the competitiveness of agricultural e-commerce of sixteen cities in Ahhui with the topsis method based on entropy weight. The results are weak on the whole,only 31.25% is at or above the medium level. So Ahhui should center around Anqing,Luan, Fuyang, Bozhou and Suzhou to layout e-commerce of agricultural products based on technology, information, talent advantages of other places. Secondly, by policy and reality analysis, we think currently Anhui can consider tea industry as the core and promote e-commerce of special agricultural products. Finally, to ensure a healthy and ordered development of e-commerce of agricultural products,we must take measures to solve essential problems. For example, accelerating the construction of network infrastructure, promoting the standardization and brand construction of agricultural products, cultivating e-commerce talents, completing support system of e-commerce and promoting construction of e-commerce platforms.
