Talent is the key factor for the sustainable development of enterprises and enterprise competition is essentially a competition all around human resources. the research subject about talent competition and talent attractiveness is increasing attention, and gradually become the key focus of many enterprises and scholars at both home and abroad. To carry out Employee Performance Appraisal System can not only enhance the performance level of human resources, but the more important thing is through the participation of the mass to improve working enthusiasm and motivation, and prompt employees to achieve their own career goals, and finally to achieve enterprise strategic objectives. Therefore, the study of Employee Performance Appraisal is meaningful in theory, which is also provide the important practice for the healthy development of enterprises.This paper is based on A enterprise staff performance appraisal as the research object, analysis the current situation of employee performance appraisal one by one to finding out problems in the process of implementing A enterprise as well as reasons. On the basis of relevant theories and practical experience at home and abroad, relying on human resources management, performance assessment incentive theory, expectancy theory,achievement motivation theory, and other related theories, and combined with KPI, MBO, and analytic hierarchy process, such as management methods, to analysis staff performance assessment system of A enterprise again and make recommendations redesigned. The purpose is to establish a reasonable, scientific and efficient staff performance assessment system of enterprise, form a incentive mechanism to respect for talent, attract talent,and retain talent, explore and optimize the staff performance assessment system of the enterprise. This thesis provides new thoughts and new methods for A enterprise, and this paper can offer reference to other enterprises or institutions.The main research contents: ? based on the current situation of staff performance appraisal in A enterprise, this paper finds out the existing problems, from which it analysizes the factors that affect the success of the appraisal. ? This paper reconstructs the appraisal administration commitment of A enterprise, which is made up of high executives, business management and human resources. According to the actual situation of enterprises, this paper grasps the characteristics between the functional departments and business departments and establishes the corresponding index system, quantitative indicators, and the measurements of weight.According to the process implementation plan, this paper applies the assessment results to staff rewards and punishments, and the work improvement. ?This paper takes a post of A enterprise as an example, the appraisal scheme is tested in this post and the result shows that the proposed staff performance appraisal system of A enterprise has good performance and better application value.The difficulties of the paper firstly lies in improving the staff performance appraisal concept which is the premise condition of implementation of assessment, not only promoting the staff training and urging them to set up the correct concept of performance, but also urging enterprise leaders to do it personally, at the same time, striving to form a good cultural value orientation of performance appraisal is the key of the paper. The second is whether the performance evaluation index are based on the actual situation of scientific design and reasonable. Therefore making the staff of different positions from different perspectives agree with the system and make the judgers adopt an objective and fair attitude when assessing arethe difficulties of this paper. The third one is the business is the big workload. Since A enterprise is in its development stage, quantitative and qualitative description and division of work and job categories are very difficult to achieve.The innovation of the paper is: firstly, based on the actual situation of enterprises, the paper uses KPI and MBO methods, and the balanced score method is integrated into the enterprise to assess staff performance by combining the quantitative indicators and fixed indicators designed by analyzing the functional departments and business departments. Secondly,according to different business sectors, this paper divides the assessment indicators, qualitative and quantitative indicators, and the division of weights. What’s more, it adds appropriate weight for assessment of departments and individuals, so that the whole evaluation index is more scientific and reasonable.
